摘要
地质公园规划实施评价是一个全新的研究领域,其评价理论和方法、评价内容、评价指标体系、时空动态评价模型目前都处于探索阶段,其中评价指标体系是进行地质公园规划实施评价的基础和关键。本文在分析地质公园规划研究概况和地质公园规划实施评价研究进展的基础上,运用文献资料、理论研究、实地考察和系统工程分析方法提出了地质公园规划实施评价指标体系建立的原则,并从规划实施结果、规划实施效益和规划实施的影响因素三大子系统构建了地质公园规划实施评价指标体系的框架(该体系包括1个目标层、3个准则层、15个指标层),最后提出了开展地质公园规划实施评价的几点建议,以为完善地质公园规划修编及其管理提供参考。
Implementation evaluation for geopark planning is an entirely new field of research, whose theory and method, indicator system and spatio-temporal dynamic evaluation model are still in the exploratory stage, and evaluation indicator system is the foundation and key of the implementation evaluation for geop- ark planning. Based on the analysis of the research situation of geopark planning and the research progress of implementation evaluation for geopark planning, combined with the methods of documentation,theoreti- cal study, field investigation and system engineering, this paper puts forward the principles of establishing the indicator system and builds up the indicator system framework of the implementation evaluation for ge- opark planning from three subsystems- implementation results, implementation benefits and influencing factors of planning implementation. The paper designs a system consisting of one target layer, three rule layers and fifteen indicator layers, and puts forward some suggestions for the implementation evaluation of geopark planning to improve the revision and management of geopark planning.
