摘要
我国高等教育在短期内完成了从精英教育阶段向大众化教育阶段的过渡,其中必然伴随着教育质量的适应性变迁。在扩招和市场化取向趋势不可避免的情况下,如何保证高等院校教育教学质量是人们和社会担忧的重点问题。"教为不教,学为创造"教学理念的运用可以保证高校教育质量的稳定性与适用性。但在"教为不教,学为创造"教学理念的执行过程中存在着很多制度性障碍,通过制度安排、制度结构和制度体系的构建可以确保高等教育质量,从而培养出具有创新意识和创新能力的高素质人才。
The higher education in China has done the transition from elite education to mass education in a short period. Education quality should be adapted in this process. Under the expansion of enrollment and the market orientation, how to ensure the education quality in higher education is an anxious matter for society. The teaching philosophy of "Teaching Is not for Teaching Sake and Learning if for Creation" could be ensured the stability and adaptation of higher education. However, there are a lot of institutional barriers in the executing processes. Based on this situation, this paper points out some establishment methods which are institutional arrangement, system structure and institutional system. The aim is to cultivate high-quality talents with innovative consciousness and innovatie ability.
