以航空货物邮件形式贩毒问题研究——以昆明机场为例

Research on Drug Trafficking by Air Cargo and Mail -- Based on Kunming Airport

伴随民航的发展，航空物流业也迅速发展，通过航空货物邮件贩运毒品已成为航空贩运毒品的主要渠道，与人体运毒、托运行李运毒相比，航空货物邮件运毒有着“人货分离”、快捷、藏匿方式多样等特点，为有效控制和打击此类型贩毒活动，应完善相应的法律法规，推行邮寄快递实名登记制度、建立良好的协作机制、强化禁毒意识和查缉能力，并对协助查获毒品的企业和个人给予奖励。

Along with the development of civil aviation, aviation logistics industry has also aevelopeu rapidly. Drug trafficking by air cargo and mail has become the main channel of trafficking drugs by civil aviation. Compared with body carriage and luggage drug trafficking, air cargo and mail is more speedy and easy to conceal, with the trait that person and cargo are separated. In order to fight against and prevent such kind of drug trafficking, relevant laws and regulations shall be made. The real-name registration system shall be put into force while sending air cargo and mails. A cooperative mechanism shall be established while the drug investi- gation and seizing capacity shall be enhanced. It should provide rewards to enterprises and individuals who have assisted to detect and seize drugs.
