我国区域警务合作的实践及其治理——基于“整体政府”的分析视角

Practice and Governance of Regional Policing Cooperation --From the Perspective of Holistic Government

区域警务合作作为破除我国公安行政管理体制长期存在的条块分割“碎片化”弊端的一项有益探索，其内涵与实践均体现了“整体政府”的理论要义。文章以“整体政府”为分析视角，从理念和实践两个角度对“整体政府”与区域警务合作问的契合点进行分析的基础上，探讨了推动我国区域警务合作未来发展的治理路径。

Regional policing cooperation can be a very beneficial trying to solve the long lasted problems of separated administrative management of public security. Its connotation and practice are all embodiment of ＂holistic government＂ theory. From the perspective of holistic government, this essay has analyzed the coherence point of regional policing cooperation and holistic government theoretically and practically. It further discusses the governance for boosting future development of regional policing cooperation in China.
