摘要
大部制改革是行政改革,也是整个中国社会进一步良性发展的必然趋势。党的十八大提出,要稳步推进大部门制改革,健全部门职责体系。当前,大部制改革面临诸多问题和难题,精简事权是大部制改革的重点,部门利益是大部制改革的难点。大部制改革应在"小政府、大社会、强服务"的取向下,走"从上到下、整体协调、分阶段实施"的进路,关键是要观念突破,树立"以人为本"的行政理念;三管齐下,有效遏制部门利益膨胀格局;统筹兼顾,形成大部制改革的协同效应。
Super ministry reform, as an administrative reform, is a tendency that promotes Chinese society to further develop. It’s written in the report of the 18th of national congress of communist party of China that we’ll steadily advance super ministry restructure and improve department responsibility system. Currently there is a wide variety of problems and difficulties, among which the key is to streamline administrative power and the difficulty is about the interest of different departments. The super ministry reform should be in the direction of “small government, big society and good service” and go the way of“from top to bottom, integrity coordination, and phrasal compliment”. The crucial is to make breakthrough in some concepts to set up the people-first administrative idea. These three aspects work together to sufficiently curb the interest inflation trend of some departments. We should take into consideration of all issues so as to produce synergistic effect of the super ministry reform.
