中国(上海)自由贸易试验区建设涉及投资、贸易、金融、法律等多个领域,其中最核心的任务是如何通过政府管理创新和职能转变,建设一个国际化、法治化的市场环境和制度保障体系。自贸区建设政府职能转变的重点有以下六个方面:建立高效运作的大部门制,实现"一口式受理,一站式服务"综合服务平台,通过信息联动加强不同部门间的协同管理,实行负面清单管理,推行新型监管模式以及通过加强法治保障探索建立符合国际投资和贸易规则体系的行政管理体系六大方面。

The construction of Shanghai Pilot Free Trade Zone involves multiple industries including investment, trade, finance and legal industries. Its core task is to manage innovation and functional transformation through the government so as to build an international and institutionalized market environment and systematic guaranteeing system. This thesis explores the key activities of the government＇s functional transformation in the construction of the pilot free trade zone from the following six aspects： build highly effective super department system; realize an integrated one-stop service platform; strengthen cooperative management among departments through interactive information exchange; carry out negative list management; carry out new supervision mode; establish a government administration system that is fully in accordance with international investment and trade rules through strengthening legal ensuring system.
