上海自贸区的建立就是要在符合国际化、法治化、市场化的要求下,通过跨境投资贸易的制度创新,来推动资源要素的高效配置,并根本推动政府职能转变和行政体制改革。我们不仅需要用现代法治的理念来进一步扩大市场开放领域,加快政府行政审批制度改革,推出更符合国际规则和要求的负面清单,建立更加完善的市场经济法律制度体系;更需要用现代市场经济的法治原则来加强市场监管,提高市场监管能力,从而为市场的健康、有序、持续发展提供更加有利的制度环境和法治保障。

The establishment of Shanghai Pilot Free Trade Zone is to push the highly effective configuration of resource elements so as to push from the root the transformation of governmental functions and the reform of administrative system through the systematic innovation on international investment and trade under the requirements of internationalization, institutionalization and market dominance. We should further expand areas for market openness under the guidance of modern institutionalization, speed up in the reform of administrative approval system, carry out negative list management that is in more accordance with international rules and requirements, and improve market economy and legal system. We should also strengthen market supervision and improve our market supervision capability under the institutionalized guidance of modern market economy, so that we can provide a better systematic environment and institutionalized ensurance for the healthy, orderly and sustainable development of our economic market.
