Mass Line in Transformation Period: Challenges and Solutions

随着我国社会的巨大转型及党的执政条件的变化,群众这一主体结构和利益要求出现多元化发展,官僚精英化倾向导致官僚主义盛行,群众路线的贯彻执行受到不同程度的挑战。面对这些问题,要强化各级党政官员对群众路线的重新学习,一方面要扩展"群众"范畴,实现"群众"向"人"的理念转变;另一方面要充分理解人民群众是发展主体,密切党群关系,对党的群众路线进行符合时代要求的实践诠释。

With the great social transformation and change of governing environment of the CPC in China, the main body and interest requirements of the mass also have gone through diversified development. For example, the tendency of government officials becoming social elites leads to the popularity of bureaucraticism and the carrying out of the mass line has been confronted with various challenges. To address the above problems, government officials of all levels need to re-study the mass line, that is, to expand the scope of the mass to include every people and to fully understand that the mass is the main body of development and close mass- party relationship is the practical explanation of the CPC＇s mass line in the new century.
