摘要
渐进模型是政策分析中一种基本的政策分析模式,认为政策制定的实际过程不完全是一个理性过程,而是对以往政策行为的不断补充和修正的过程。"211工程"、"985工程"及"2011计划"是我国世界一流大学建设中的标志性政策,存在于不同时期服务于不同的一流大学建设目标,但呈现出渐进决策的特征。本文试图以渐进决策的视角解析我国在世界一流大学建设过程中的三大重要政策,以期发现存在的问题和提出相应的对策。
Incrementalism is a basic kind of policy analysis models which considers that the actual process of policymaking is a constant tally rational one." Project 211 ", world-class universities in China. supplement and correction of previous " Project 985 " and " Plan 2011" are These projects exist in different periods policy behavior rather than a to- signature policies of constructing and serve different construction goals of world-class universities, while show the characteristics of incremental decisionmaking. This article attempts to analyse these policies in a view of incrementalism so as to find the problems and put forward corresponding countermeasures.
