在ＩＰ电话和移动通信融合的领域内，对于ＩＰ电话系统将手机作被叫提出了３种解决方案，并分析它们的优缺点，确定优选的方案。提出了长途业务分流方案，同时提出了多种分流策略，以使运营商利用ＩＰ技术节省运营成本而资费不受影响。为了提高基于ＩＰ电话的手机语音质量，提出了ＧＳＭ直接打包方案。

In the merging field of IP phone and mobile communication, this paper presents 3 solutions on IP phone system calling mobile phone, analyzes their advantages and disadvantages, and decides optimization. It also presents trunk service distributing solution and various distributing schemes so as that the operators can save operating cost with IP technology and the charge can not be effected. In order to improve mobile handset voice quality based on IP phone, GSM packing solution is proposed.
