Social Governance System Innovation in the Process of National Governance Modernization

解析社会治理体制创新与国家治理体系的内在逻辑,明确社会治理体制创新在国家治理现代化中的功能定位具有重要现实意义。本文提炼了国家治理视阈下社会治理体制的价值目标,诊断出目前我国社会治理中存在"维稳"诉求大于"维权"诉求,导致社会治理的价值理性迷失;党政包揽替代多元协同,导致社会治理新格局难以形成;风险控制重于社会建设,导致社会治理的路径依赖本末倒置;"即兴式"举措多于制度规范,导致社会治理体制的法治保障不足等误区。从完善社会政策体系、构建公民权利保障体系、优化基本公共服务体系、强化社会组织培育体系、建立社会行为规范体系、创新社区治理体系、巩固公共安全体系、健全社会风险预警与应对机制八个方面提出推进社会治理体系和治理能力现代化的实施策略。

It has practical significance to analyze the internal logic between social governance system innovation and national gov ernance and to clarify the functions of social governance system innovation in the process of national governance mod- ernization. This article has generalized the value goals of social governance from the perspective of national governance, and has diagnosed many problems. For example, maintaining stability appeal is stronger than maintain le- gal rights appeal, which causes the value reasoning loss; party and government take care of everything and there lacks multiple cooperation, which causes the difficulty of social governance new situation; there is more risk control than social construction, which puts the cart before the horse in terms of social governance; some measures are like cam paigns and there lacks legal guarantees, which influences the legality of social governance. This article has proposed the implementation strategies from eight aspects including perfecting social policy system, constructing citizen rights guarantee system, optimizing basic public service system, improving social organization incubation, setting up social behavior norm system, innovating community governance system and strengthening public security system.
