草根社区中的“公民治理”:真实与遥远的草根民主图景

＂Civic Governance＂ in the Grass-- roots Communities ： the Real and Distant Grass--roots Democratic Landscape

21世纪将是公民治理的时代，公民参与是公民治理的核心机制，在公民治理中处于主体和中心地位的公民。具备现代公民意识和健全的公民资格。本文基于对长三角地区三个城市的实证调查，对公民治理成长之基本现状进行解析，接着通过Multinomial Logistic回归分析深入剖析影响社区中公民治理的重要因素。通过以上的分析本研究尝试探寻影响和制约社区中公民治理的真实固景及影响其发展的深层原因，期望可以为我国社区中公民治理与草根民主的成长提供一个基本的理论和实践分析框架。本文的研究结论表明，公民治理的实现必然是一个相当缓慢和漫长的过程，既需要公民治理模型和制度的确立和不断完善，更需要民主精神、民主观念和民主理念的培养，并使之深入人心。

The 21st century will be the era of civic governance, and citizen participation is the core mechanisms of citizen govern- ance. Citizens at the Centre status in civic governance, equipped with modern citizenship and sound citizenship. This article is based on empirical investigations of the three cities on the Yangtze River Delta area, to resolve the basic cur rent situation of development of civil governance, then analyzes in--depth the key factors that affect civic governance in community by the use of the Multinomial I.ogistic regression analysis. From the above analysis the present study at- tempts to explore the real picture that impacts and restricts citizen governance in the community and underlying causes that affect its development, hoping for providing a basic theoretical and practical analysis framework for civic govern- ance and the growth of grass-- roots democratic in our community. This study concluded that the realization of civil governance is bound to be a slow and lengthy process, needs continuous establishment and improvement of both civil governance model and the system and, more in need of the spirit of democracy, democratic values and culture of dem- ocratic ideas, and make it popular.
