城市公共停车场行政法问题研究

社会经济的发展带来了汽车拥有量的快速增长,交通拥堵与停车难已经成为各大城市面临的一大困境。在此背景下,政府应积极履行职责,设置公共停车场,提供公共停车服务。同时,政府还应依法确定公共停车场经营主体,对其收费等经营行为进行严格规制,并应完善相关救济制度,在公民相关权利遭受侵害时提供有效的救济。

With the development of society and economy,many cities have a growing number of cars,which result in traffic congestion and parking problems. Faced with this situation,the government should actively perform its duties, and set up more public parking lots. In addition, the government should determine the operators of public parking lots according to law,and rule their business activities such as charging. What is more,an effective relief system should be established to protect citizens rights associated with public parking.
