Mauritius' Telecommunications Act revised in 1998 put forward specific targets for the telecom departments and defined the specific constituents and functions of the Mauritius Telecommunications Administration. Mauritius has already entered into WTO and has been committed to fully open its telecommunication service market in 2004. The paper explains the new regulatory framework and telecom market environment under the new Telecommunications Act as well as the goals set in the Telecommunications Act.
