In the western, there are three famous exponents of the typical educational theory pointing out the basic demand of the true educational theory from their own view, the development of the theory and the test result of the practice indicate that the true educational theory must meet the following conditions： producing in the rigorous and scientific way; the certain internal and external validity; to be tested by the educational practice; the description of the educational theory language should be normative and comprehensible.
