中外合作办学省级政府教育统筹试点实施情况调研报告 被引量:6

A Report on the Progress of Sino-Foreign Jointly-Run Schools Experiments under Provincial Educational Authorities' Leadership

摘要 课题组通过调研发现,虽然各试点仍存在一些融合与适应问题,但中外合作办学对各试点改革具有推进作用。一是通过试点推动设立了一批办学起点高、合作基础好的项目;二是初步理顺了政府与学校、社会三者之间的关系;三是推动了中外合作办学管理模式的改革,为高校内涵式发展奠定了基础;四是通过试点加强了政府的政策与资金扶持力度,推动了制度创新。存在的问题主要包括:政府管理定位不清晰,缺少整体规划;相关机构间缺少统筹协调,政策执行力度不够;政府未能充分发挥对中外合作办学的调控与引导作用;缺乏有效的监督机制与第三方评价组织;资金难题难解,经费筹措机制有待进一步改革。 This research group finds that in spite of some coordination and adjustment difficulties, the jointly run education experiments have significantly promoted educational reforms. 1) this model has contributed to the birth of a number of high-level projects; 2) it has primarily sorted out the relation between the government, the school and the society; 3) it has given strong impetus to the reforms of higher education and in turn contributes to the internal management of the university; and 4) it has helped to obtain stronger government support, both policy and financial. At the same time, there exist such problems as the role of the government still unclear, the overall strategy lacking, coordination between different government department insufficient, relevant policies not completely enacted, the government not playing the full role of regulating and guidance, the lack of a scientific supervision mechanism and the third-party of assessment, financial problems, fund-raising mechanism to be improved, etc.
