The Starting Year of Deepening Health Reform in China

2013年3月5日至3月17日，第十二届全国人民代表大会第一次会议在北京召开。会议表决通过了《关于国务院机构改革和职能转变方案（草案）》（下称《方案》）。作为改革开放以来的第七次国务院机构改革，此次机构改革将以围绕转变职能和理顺职责关系为目标，稳步推进大部门制改革。其中，在医药卫生领域，组建新的国家卫生和计划生育委员会（下称“国家卫生计生委”），成为此次大部制改革的重点之一。

2013 has been quite an important year for health reform in China. Based on the original reform outline,the reforms in health service, pharmaceutical industry,health insurance, public hospital and others have carried out key measures. Despite of doubts from various stakeholders, these key measures have been carried on and gradually shown some effects, which is the signal that health reform in China has entered the next stape.
