略论大学去行政化

On the Removal of Abuse of Administration in University

党的十八届三中全会通过的《中共中央关于全面深化改革若干重大问题的决定》明确提出去行政化是包括大学在内的公共事业单位改革的一项重要任务。大学行政化问题在近几年来的研究、讨论以及舆论批判之后,终于成为政府决策的对象。我国大学行政化状况的形成非"一日之寒",历史因素、体制因素、文化因素起着重要的影响作用,因此要改变长期以来的行政化模式并非一件易事。从根本上来说,大学去行政化的实质或许就是在于两个关系的改变,即改变大学之于政府的从属关系,改变大学内学术权力之于行政权力的从属关系。

The Central Committee of the Communist Party＇s decision on deepening the reform of some major issues clearly put forward to the removal of abuse of administration is an one of the important task of the reform in public institution including university. After studying, discussing and criticizing in recent years, the problems of abuse of university＇s administration finally become the object of the government decision making. The abuse of administration in China＇s university did not occur overnight, in which historical factors, system factors and cultural factors played an important role, so changing it will not an easy task. Fundamentally speaking, the essence of the removal of abuse of administration in university is changing two relations, namely the change of university being subordinate to the government , and the change of academic power being subordinate to administrative Dower within univeitvsity.
