福建省农村生态文明建设面临的问题及对策研究

Problems and countermeasures on building ecological civilization in rural areas of Fujian Province

近年来,福建省农村生态文明建设虽然取得一定成效,但仍存在土地资源相对匮乏、土地污染较为严重、水土流失问题突出、农村污染排放量大等问题。这些问题的产生与农民和地方政府生态意识淡薄、农村生态环保法律不健全、农村环境管理体系不健全、农村生态文明建设资金投入不足等原因有关。分析提出应做好强化农村生态文明宣传教育作用、健全农村生态文明法律体系、加强农村生态文明制度建设、加大对农村生态文明建设的投入等工作。

In recent years, although there are some achievements on building ecological civilization in rural areas of Fujian Province, but there are stiU some problems such as relatively scarce land resources, relatively serious land pollution, water loss and soil erosion, large amounts of rural pollution emissions. These problems are related to some reasons such as local government and farmers lacking of ecological consciousness, imperfect laws for rural ecological and environmental protection, imperfect rural environment management system and insufficient capital investment of rural ecological civilization construction. Accordingly some countermeas- ures are proposed such as to strengthen the publicity of rural ecological civilization, perfect the legal system of rural ecological civilization, strengthen the construction of rural ecological civilization system and increase the investment for building ecological civilization in rural areas.
