摘要
经过近20年的建设,电网企业的信息化建设取得了全国瞩目的成效。以国家电网公司的"SG186"工程和"SG-ERP"工程为代表,信息化已经渗透到电网企业的各个方面,信息化对企业的支撑性逐步增强,企业对信息化的依赖度也不断提高。为响应国家"五化并举"、"两化融合"的战略要求,在充分借鉴国际先进经验和最佳实践的基础上,结合电网企业的特点,文章提出了基于风险的IT治理模型。该模型以风险控制为基础,以COBIT框架为标准,以IT审计为保障,协助电网企业的信息化建设协调发展。
Through nearly two decades of construction, information construction of power grid enterprises has achieved national attention. The information technology has penetrated into all aspects of power grid enterprises, such as ＂SG186＂ and ＂SG-ERP＂ project of the State Grid Corporation. The supporting of the information technology for enterprises has gradually enhanced, at the same time, the dependence of enterprises on the information technology has also continuously risen. In response to the strategic requirements of ＂five simultaneously＂ and ＂the integration of two ＂ , based on the advanced international experience and the best practice, combined of the characteristics of power grid enterprises, this paper presents a risk-based IT governance model. The model, which based on the risk control, standardized on COBIT framework and used the the IT audit as protection, has assisted the coordinated development of informatization construction for power grid enterprises.
