摘要
台湾地区经历了20世纪50—70年代人才大量外流和80年代以来的回归增长两个时期。在两个显著不同的时期中,台湾地区的经济、政治、高等教育、留学教育、科技、社会文化及美国的移民政策、就业状况等因素发生了显著变化,且这些因素的变化在人才外流与回归中起着决定性的作用。我国(大陆)正面临着人才大量外流的问题,因此有必要借鉴其经验、教训,从根本上消除造成人才外流的客观因素。
There are two periods in Taiwan: the brains' drain between the 1950's to the 1970's and the return since 1980's. During the two periods, many objective elements such as economy, politics, higher education, social culture in Taiwan and the imigrant policy and the employment in USA have changed a lot, which plays an important role in the brains drain and return. The experience is very precious to China because China is facing this problem now.
