Analysis of the Civic Awareness Development in the Internet

公民意识包括四个逻辑组成部分:权利意识,责任意识,参与意识,规则意识。中国民众的公民意识借助互联网开辟的公共领域迅速发展,由于互联网信息传播的开放性、匿名性、虚拟性等特点,网络公民意识表现出过分强调个人权利,轻视他人权利;责任意识严重缺失;参与意识强烈但缺乏理性;规则缺乏约束力和认同而导致规则意识淡薄。

The Civic awareness consists of four logical components ： rights awareness, responsibility sense, participation sense, rule consciousness. The civic awareness of Chinese people has experienced a rapid development with the help of public sphere provided by the Internet. Due to the characteristics of the Internet such as openness, anonymity, virtuality and so on, the civic awareness on the Internet show too much emphasis on individual rights, ignorance of the rights of others and serious lack of responsibility sense. There is strong participation sense but lack of rationality. As the rules are short of the binding force and recognition degree, the indifferent sense of rules ensues.
