常德市与环洞庭湖经济圈一体化发展研究

On Economic Integration Development of Changde City Dongting Lake Economic Circle

湖南北部以洞庭湖为主体的洞庭湖区 ,由于自然条件的相似性和人类长期活动的关联性 ,已形成了一个特殊的经济区域──环洞庭湖经济圈 ,常德市为这一经济地域的一部分。因此 ,实施常德市与环洞庭湖经济圈一体化发展应坚持 :生态为本、治水为重、保护性开发 ;优化结构、明确功能、点轴带发展 ;因地制宜、突出重点、阶段性推进 ;规范政策 ,科学规划 。

The main part of North Hunan is the areas around the Dongting lake.Owing to the similarity in natural conditions and the correlation of people's activities there,these areas have formed a special economic circle,with Changde being part of it.To develop economic integration in the Circle,we should first insist on the principle of protective exploitation,taking ecology as the basis and laying emphasis on regulating rivers and the Lake.Then we should optimize the structures by means of defining their functions so that a point-axis system is formed and promotes the development.Besides,we should suit measures to local conditions and carry them out step by step.And finally we should standardize the polices and make scientific plans,taking the whole Circle into consideration.
