水资源管理中涉水对象的分类与应用

摘要 针对上海市各涉水行业水量统计分类不一致、统计数据不通用、不利于全市水资源统计、核算和管理等问题,开展上海市涉水对象分类研究,形成以《国民经济行业分类》(GB/T 4754—2002)为基础,结合水资源核算统计分类,兼顾科学水价体系建立要求、供水企业售水量统计需求以及涉水管理各个环节的统计需求的《上海市涉水对象分类名称及代码(试行)》,成为上海市开展涉水数据统计的指导性标准,由此建立的水量分类统计机制成为汇总分析水量信息,科学规划和管理水资源的技术支撑。该研究成果已在上海市推广实施,对其他省市加强水资源综合管理,统一水量分类统计标准也有一定的参考价值。 In view of the case that inconsistent statistical classification of water is unable for common use of the statistical data, unfavorable for statistic、accounting and management of the municipal water resource,Shanghai water-related object classification research was carried out. Name and Code of Shanghai Water-Related Object Classification (Trial)was formed which was based on National Industry Classification (GB/T 4754-2002 ),combined with water accounting statistical classification,taking needs of the scientific water price system's establishment,sales volume statistics of water supply enterprises and water statistics of all water-related management departments into consideration,and become the guiding standard of Shanghai water-related data statistics. Thereby established mechanism of water classification statistics has become technical support on pooled analysis of water information,scientific planning and management of water resources. The research results have been in Shanghai to promote the implementation.
