On Governing Mechanism for Basic Academic Organizations in General Local Universities

基层学术组织是现代大学运行的基本单元和组织细胞,基层学术组织建设应成为现代大学制度框架中的基础和重心。本文以一般地方本科大学为研究对象,探讨其基层学术组织建设的重要性、变革的必然性及其主要因素。认为应通过构建学科制与项目组制纵横结合的双轨运行机制、校院两级学术民主决策机制、教师分类学术评价和分类管理机制等治理途径,达到实现学校科学可持续发展的目标。

Basic academic organizations are the basic units and components in the operation of modem universities, whose construction should be the foundation and center in the systems of modern university. This paper tries to study some general local universities and to explore the importance of construction and inevitability of transformation and major factor of transformation concerning the basic academic organizations The author proposes that the double-track operation mechanism of discipline-system and program-system, the system of ac- ademic democratic decision-making, the systems of classified evaluation and management for academic achievements and other governing approaches should be established so as to reach the target of scientific and sustainable development.
