摘要
公共政策绩效评价可视为绩效导向下的政策评价,是公共管理创新与建设责任政府的重要指向。评价需求是公共政策绩效评价的关键环节,决定着评价的思路、设计、供给及其方法选择。源自政策供需失衡和评价制度的缺位,公共政策绩效评价需求存在着需求与供给的平衡、过程性需求与结果型需求的平衡以及事实性需求与价值性需求的平衡。而发端于社会内部和外部的驱动力也使得公共政策绩效评价需求受到制度环境变化、评价范式转变、公众参与发展、评价主体多元化、评价技术条件改善以及政策量增加等多重因素的影响。
Public Policy Performance EvaIuation (PPPE) constitutes one of most important approaches of advancing governmental managerial innovation and accountability. As the key part of PPPE,the evaluation demands take the fundamental roles in the idea shaping, design, delivery and method selection of the evaluation. Rising from the imbalance between demand and supply and the absence of evaluation system, PPPE possess the balance attributes of demand and supply, process- oriented and result-oriented, facto-oriented and value-oriented. Nevertheless, the driving forces from both inner and the external also make the evaluation demands of PPPE impacted by the institutional environmental changes, paradigm transition, civil engagement, multi-actor, technical improvement and policies increase.
