通俗图书馆不同于普通图书馆,其"通俗"定位,在于其肩负普及常识,开启民智,教育民众的职责。其在阅读推广活动中的基本特征包括,以教育平民为宗旨的指导思想,以平民为核心的服务理念,以阅读为中心的服务方式。通俗图书馆带给我们的启示,即阅读推广活动要基于读者的需求,要关注弱势群体,要讲究实效性与长效性,要建立保护民众阅读权利的法律法规。

A popular library is unlike an ordinary library, and its ＂popular＂ position refers to its duties in universal knowledge, enlightenment and public education. Its basic features in the reading promotion activities include taking educating civilians as a guiding principle, taking serving civilians as the core concept, and taking reading as the core task. What we can learn from popular library is that reading promotion activities should be based on the needs of readers, paying attention to the vulnerable groups, emphasizing the effectiveness and the long-term impact, and protecting the public fight to read through laws and regulations.
