民生类公共服务供给尤应突出满意度导向功能

在建构政府、社会与市场为主体的公共服务多中心供给模式热潮下,纯政府供给模式并没有失去其基础性作用,特定国家特定时期特定领域内,政府依然必须是唯一的公共服务供给主体。某些民生类公共服务影响整个社会的稳定与和谐,不能简单地交给市场和社会,也不能实行多中心供给模式。面对公共财政紧缺的后金融危机时代,如何让纯政府供给模式不断与时俱进,不断提升效率?满意度导向或许是政府在现阶段能够作出的最优选择。

In China,the main supply model of public service is multi-subjects mode,such as the government,the society and the market.In such conditions,the governmental supply dose not loses its fundamental function.In special times and field,the government should be the only subject to offer public service supply.Some basic public service supply to people's livelihood which influence the stability and harmony of whole society,cannot deliver to the society and the market simply,cannot carry out the multi-centre supply model.In the post-financial crisis times,the government with shortage of public finance must make decisions how to improve governmental supply,how to promote its efficiency.The author deems that the satisfaction guidance will be the best choice for the government.
