发达国家或地区农业结构调整经验及其对广东的启示

The Experience in Agriculture Industry Structure Adjustment in the Developed Countries and Areas and its Implications to Guangdong

在低碳经济背景下,解决"三农"问题,满足消费者日益增加的农产品数量和质量需求等,无论是广东政府还是广大民众都希望通过农业结构调整,加快广东农业的现代化进程。然而,广东"石油农业"之路及工农业污染的"内外夹击",造成农业资源过度消耗、生态平衡过度破坏等严重影响广东农业现代化进程。借鉴美国、澳大利亚、台湾地区农业结构调整成功经验,广东政府部门应出台农业扶持政策,从加大农业科技投入力度、扶持农业龙头企业、建立产业链信息网络等着手,逐步实现广东农业区域化布局、专业化生产和产业化经营。

In the low-carbon economy, both the government and the people expect to accelerate the process in the agriculture modernization in Guangdong by adjusting the agriculture industry structure in order to solve three issues concerning agriculture, countryside and farmer and to satisfy the increasing demand in both quantity and quality of agricultural produce. Nevertheless, the process in the agriculture modernization in Guangdong is seriously affected by the heavy exhausts of agricultural resource and the excessive damage of ecology balance resulted from ＂path in petroleum agriculture＂ and the pollution in both agriculture and industry. Based on the successful experience from American, Australia and Taiwan Region for reference, it is suggested that the Guangdong government formulate and promulgate agriculture-supportive policies, increase the investment on the agriculture technology, support the leading enterprises, establish the industry information networks so as to realize the geographical distribution of agriculture, the specialized production and industrialization operation as well in Guangdong.
