基于大气环境影响分析的工业园区规划选址方法

METHOD OF THE LOCATION OF INDUSTRIAL PARK BASED ON ATMOSPHERIC ENVIRONMENT

工业园区排放的大气污染源种类多而复杂、影响范围广,已成为许多地区大气污染的重要因素;工业园区规划在进行选址时,除了社会、政治、经济等因素,还应高度重视选址的环境合理性,尤其是大气环境影响。参考国内外关于工业园区选址的分析方法,结合大气环境影响的各种制约因素,提出了工业园区选址的大气环境合理性分析的要点及工作技术路线,为今后工业园区规划选址提供技术参考。以海峡西岸经济区某规划石化园区为例,从环境功能区划符合性、污染气象分析、数值模拟、大气环境容量、突发性大气环境污染事故影响分析等角度给出具体说明与实施方法。

There are so many species of atmospheric pollution emitted from an industrial park, affecting a wide area,and they have become an important factor of air pollution. In addition to social, political and economic factors, the environmental rationality is also very important to the the lacating of industrial park, especially atmospheric environmental impact. Referring to the domestic and foreign analysis methods of the lacation of industrial park, and combining with a variety of constraints of atmospheric environmental impact a general working scheme and key elements proposed. This would give a technical reference to the lacation of industrial park. h the case study of a petrochemical park of Economic Zone on the Western Coast of the Taiwan Straits, specific instructions and implementation methods were presented based on the analysis of compliance with atmospheric environmental function zoning, study of pollution meteorology, concentration forecasting, atmospheric environmental capacity and environmental impact analysis of sudden atmospheric pollution incidents.
