战略性新兴产业创新生态系统协同创新的治理模式选择研究

The Governance Model Selection of Strategic Emerging Industrial Innovation Ecosystem's Collaborative Innovation

创新生态系统是战略性新兴产业实现协同创新的重要途径.在战略性新兴产业创新生态系统运行过程中,由于企业组织相互依赖的非对称性、技术配套的专用性、集体行动的"搭便车"行为以及技术学习能力的差异性等原因,很容易滋生机会主义行为.若要抑制成员的机会主义行为并实现合作租金的合理配置,战略性新兴产业创新生态系统需要选择多主体共同治理模式,建立健全治理体系.在外部治理模式中通过建立宏观文化机制、集体制裁机制、声誉机制等提供合作环境和氛围,规范创新生态系统内企业的行为;在内部治理模式中要围绕以专利为主要形式的知识产权建立谈判协商机制、利益分享机制、信息披露与平台开放机制等优化合作租金的配置.

The innovation ecosystem is an important way to achieve collaborative innovation for strategic emerging industries. In the running process of strategic emerging industry innovation ecosystem, it is easy to breed opportunistic behavior because of organizations＇ asymmetry interdependence, dedicated technical supporting, the free-rider behavior of collective action, and the difference of technical learning ability. Strategic emerging industrial innovation ecosystem needs to select the multi-agent co-governance model and establish a sound system of governance to suppress opportunis- tic behavior and achieve the rational allocation of cooperation rents. In the external governance model, it needs to es- tablish macro-cultural mechanism, collective sanction mechanism, reputation mechanism to provide cooperative envi- ronment and atmosphere, and regulate corporates＇ behavior within the innovation ecosystem. In the internal governance model, it should establish negotiation mechanism, benefit-sharing mechanism, information disclosure and open platform mechanism to optimize the configuration of cooperation rents, and focus on intellectual property with the patents as the main form.
