新型城镇化条件下政府与市场关系再解构:观照国际经验

The Re-deconstruction of the Relationship between the Government and the Market under New Urbanization Condition:from the Perspective of International Eexperience

从世界范围来看,不同城镇化模式下政府与市场的功能定位、分工协调存在着较大的差异。改革开放以来,尽管市场机制在我国城镇化发展中发挥着越来越重要的作用,但没有根本扭转政府与市场关系的失调态势,主要表现在城乡户籍制度、城市行政体制、农村土地制度、城镇投融资制度、产业经济政策等方面。新型城镇化模式需要回归城市发展的本源,充分发挥市场在资源配置中的决定性作用,厘清政府与市场的边界,明确政府与市场的职能。为更好地发挥政府与市场在新型城镇化发展中的作用,应着力推进城镇行政体制改革,加快农民工市民化进程,优化城镇空间布局,完善公平竞争的市场环境。

On a worldwide scale, there is large difference in function and coordination of government and market of different urbanization modes. Since reform and opening-up, although market mechanism plays more and more important role in the development of urbanization in China, the disorder of the relationship between the government and the market has not fundamentally reversed, which mainly embodies in these aspects, such as household registration system, urban administrative system, rural land system, urban investment and finance system, industry policy and so on. The new urbanization mode needs returning to the source of city development, give full play the decisive role of market in allocating resources, and clarify the boundary and function of the market and the government. In order to play a better role of the government and the market in the development of new urbanization, we need to focus on promoting urban administrative reform, accelerating citizenship of migrant workers, optimizing urban space layout, and improving market environment for fair competition.
