在信息时代,互联网的跨国性、渗透性、交互性给朝鲜当局带来日益增大的国家治理和意识形态压力。金正恩执政后,朝鲜当局大力推进信息科技和网络发展,内联网普及速度加快,但对国际互联网依然严格限制。朝鲜互联网发展的速度、规模、水平取决于其国内政治状况及国际环境,其互联网政策的不确定性和反复性依然很大。就朝鲜半岛和东北亚局势而言,朝鲜网络政治效应的复杂性和全局性不应低估,各方须保持密切关注。
In the information age,internet's infiltration and interactivity has brought increasing challenges to DPRK in terms of governance and ideology. Under Kim Jong- un's administration,DPRK has been vigorously promoting the development of information technology and internet,giving rise to the spread of state internet,while strictly limiting world wide web. The development of DPRK's internet depends on the country's domestic political situation and international circumstances,which leads to instabilities and uncertainties of DPRK's internet policy.Considering the situation of the Korean Peninsula and Northeast Asia,the political impact of DPRK's internet development should not be underestimated.
