新型城镇化发展离不开保障房建设,保障房建设成败的关键在融资。学习、借鉴发达国家和地区保障房建设融资经验对当前中国城镇化建设具有重要指导意义。分析、比较英、美、德、日、新加坡及中国香港六个国家和地区保障房建设及融资经验,归纳、总结出各自的特点,就投资、融资、政策、法律层面提出对新时期中国保障房建设融资的建议。

New urbanization development is inseparable from the construction of affordable housing, and the key of affordable housing construction is in financing. Learning the financing experience of developed countries and regions has important guiding significance to China’s urbanization. This paper analyzes and compares the construction and finance of affordable housing of six countries and regions concluding UK, USA, Germany, Japan, Singapore and Hong Kong. Then, this paper summarizes their characteristics and presents proposals for the affordable housing financing of China in new ear.
