上海公共租界城市建设管控法规体系研究

Research on the Urban Management legal System of Shanghai International Settlement City

上海公共租界作为"国中之国",沿袭了西方国家的法制精神,在城市建设及管控过程中形成了较为完整的法规体系。本文通过历史资料的挖掘,对法规体系中与城市外部空间直接相关的内容进行了梳理,主要包括土地章程和建筑条例两类,探究了公共租界城市建设管控规则建立和管控内容完善的过程,对当今规划的发展也有很大启示。

As a ＆quot;state within a state＆quot;, Shanghai International Settlement followed Western countries’ Legal Spirit, forming a relatively complete legal system for urban construction and management during the development process. On the basis of historical data, this paper methodizes the regulations that relate to external space in Shanghai International Settlement, mainly including land regulations and building regulations, to explore the process of establishing construction regulations and improving urban construction management.＆amp;nbsp;It is also useful to contemporary urban planning development.
