关于金融独立性分析:强化与异化

An Analysis on Financial Independence:Consolidation and Heterization

本文从经济制度与金融制度的辨证关系的分析 ,认为金融制度本身并无优劣之分 ,只有与经济制度适应与否的区别。金融制度从属于经济制度并为经济制度服务 ,与此同时 ,金融活动本身具有自身发展的规律性 ,且日趋独立化并伴有强烈的异化倾向。本文认为金融风险的产生有两大根源 :一是金融制度超前或滞后于经济制度的发展 ;二是对独立性增强了金融活动未能施以有效的监管与控制。因此 ,为了避免和减少金融风险 ,一国所采用的金融制度应该确定合理的风险边界并实施有效的监管。最后 ,本文还对金融风险进行了定性分析 ,认为 ,微观金融风险对整体经济的健康发展没有太大的影响 ,甚至是有利的 ;而宏观金融风险正是我们要致力于研究并加以规避的。

The unique judgement standard for a financial system should be if it is a match for the economic system.Financial system is subordinated to economic system and serves economic system.Meanwhile financial activity itself creats independence and heterization.This paper considers there are two basic causes for financial risks:The first is the over-advancement or lag of the financial system,compared with economic system;the second is the lack of effective supervision and regulation on financial activity which is getting more independent.So,in order to avoid or lessen risks,financial system of one county should be consistent with its economic situation,and the authority should define a reasonable risk boundary for independent financial activity and control it effectively.At last ,this paper makes qualitative analysis about financial risks.This paper draws a conclusion that the micro-financial risks do little harm to the health development of economy,even is beneficial for it;but macro-risk is the core of the whole financial risks.We should try our best to study and take measures to deal with it.
