我国新型城镇化的推进路径研究

The Path to Promote New-type Urbanization in China

我国的城镇化已进入加速发展阶段,其路径选择是必须被重视的问题。在借鉴世界主要国家经验的基础上,我国应根据国情探索现阶段新型城镇化的推进路径。其内涵主要是:因地制宜,以大带小,强化大城市的集聚效应;综合布局,点面结合,促进城市群的形成;逐步推进,产业支撑,以城市为先导梯度推移城镇化;政府引导,市场推动,"上""下"结合推进城镇化;统筹发展,生态智慧,建立城乡一体的生态智慧城市。该推进该路径的着力点在于,继续推进工业化,实现农业现代化,加强教育以及公民意识建设,加快土地制度等改革,扫清城镇化进程中的障碍等。

At present,China's urbanization has entered an accelerating stage. It is very important for us to choose an appropriate path to promote urbanization. Drawing upon the experiences of other countries in the world,China should probe a path of new-type urbanization at the present stage according to her own conditions. The path is to strengthen the large cities' agglomeration effect,facilitate the formation of city agglomerations,promote urbanization gradually with the support of industries and under the drive of the market and the guidance of the government,and eventually establish the integrated urban-rural ecological smart cities with coordinated development. The main measures are to continue to promote the industrialization and agricultural modernization,strengthen education and the consciousness of citizenship,accelerate land reform and clear the obstacles in the urbanization process.
