摘要
困扰我国基础设施发展的主要问题是资金不足和效率低下 ,根源在于缺乏“双赢”机制。新的基础设施运作机制的特征是产业化、社会化和市场化 ,其只有在政府主导下才能获得完整体制。
Main problem in infrastructure constructions development is insufficient fund and low efficiency. Lacking “twin win” system is it’s root cause. The characterisitics of new operating system of infrastructure involve industrialization, socialization and marketability. They will only reflect comperhensively under government’s leading.
