摘要
分类推进事业单位改革的根本目的在于增强事业单位的公益性,促进公益事业的发展。分类是实现事业单位公益服务目标的基本途径,为改革目标的实现奠定了基础。但事业单位传统的营利性运行模式、与之相关的政策冲突以及改革过程中利益关系的变化等对公益目标实现具有不可忽视的影响。深化事业单位改革应构建全面的公益目标的实现机制,并将其作为改革成败的重要检验标准。
The fundamental goal of the classification reform of public institutions is to strengthen public welfare of public institutions and promote public service. As a fundamental approach to achieve the goal of public service of public institutions, the classification laid the foundation for the realization of the reform goal. However, the profitability of traditional institutions operating mode, policy conflicts and changes in interest relationship in the process of reform have a negligible impact on the realization of the goal of public service. It is necessary for deepening the reform of public institutions to establish comprehensive mechanisms for achieve the goal of public service and to take it as an important criterion for judging the success of the reform.
