The political ideas of natural justice and democracy, which was inherent in the western nomocracy thoughts, cultivated the western participatory administration system. The system＇s emergence was based on the specific western social economic conditions; its development was accompanied by western economics and philosophy＇ s improvement. Analyzing the participatory administration＇ s forma- tion mechanism and evolution context, meanwhile exploring its rationalities and limitations will be helpful to China to develop a reasonable participatory administrative legal system.
