我国人才与经济增长关系研究——东部11省市国有企事业单位专业技术人员的实证分析 被引量:4

Research on Relationship of China's Talented Person and Economic Growth: An Empirical Analysis of Professional and Technical Personnel of the State-owned Enterprises and Institutions of 11 Provinces and Cities in Eastern China

摘要 基于半参数估计方法,研究了我国东部11个省市国有企事业单位专业技术人员与经济增长间的关系,结果显示,两者总体表现为"倒U型"的关系。这意味着,在大力实施"人才强国"战略的新世纪,作为我国人才队伍的主力军,国有企事业单位专业技术人员对经济增长的正向作用不仅没有提升,反而逐渐降低,甚至转变为反向作用。面对全球竞争日趋激烈和我国人口红利逐渐消失的世情国情,为支撑创新驱动发展战略,我国亟需调整人才政策,特别是要依靠市场的决定性作用,提高和优化人才队伍的层次结构,大力挖掘"人才红利"。 Since the reform and opening up, China have attached importance to talented person work for a long time, and have implemented the "talented person strengthen country" strategy at the beginning of this century Based on the semi-parametric estimation methods, this paper studies the relationship between economic growth and professional and technical personnel of the state-owned enterprises and institutions of 11 provinces and cities in Eastem China. The results showed that the relationship between economic growth and professional and techni- cal personnel is the 'inverted U-shaped' relationship. This means professional and technical personnel's positive el- fect on economic growth is not only not improved, but gradually reduced, or even into a reverse effect, although professional nel. Faced and technical personnel of state-owned enterprises and institutions is the main force of China's person- the world situation and national conditions about increasingly fierce global competition and the gradual disappearance of the demographic dividend, to support innovation-driven development strategies, it needs to adjust our personnel policy, in particular, to improve and optimize the hierarchy and structure of personnel relying on the decisive role of the market, and vigorously to tap 'Talent dividend
