新型农村社会养老保险试点跟踪调查——以河北省鹿泉市为例

A Follow-up Survey of the New Rural Social Pension Insurance System in Luquan City,Hebe Province

河北省石家庄市首批新型农村社会养老保险试点县(市)——鹿泉市部分农村的参保情况是:新农保的参保率较高,但个人选择的缴费标准普遍偏低,少部分人缺乏对政策的深入了解;缺乏相应鼓励政策,中青年农民的参保意愿不强;集体补助不到位,政府财政存在隐性压力等。因此,必须加大对新农保政策的宣传,使党和国家的惠民政策真正深入人心;提高新农保补贴标准,合理增设个人缴费档次,鼓励长缴多缴,提高中青年农民参保的积极性;大力发展集体经济,进一步完善相关法律法规和制度设计,保证新农保的集体补助,打通政府财政压力的释放通道,促进新农保健康、稳定、可持续发展,真正使农民"老有所养"。

Based on the follow-up survey of the new rural social pension insurance （NRSPI） in Luquan City,an earliest pilot area of Shijiazhuang City,it is found that farmers who join NRSPI have high participating rate and low level payment. Because of lack of understanding and effective policy support,the insurance willingness of the rural young and middle age is low. At the same time,lack of collective subsidies and financial stress of government are also issues for NRSPI. To solve these problems,efforts should be made to strengthen publicity to make NRSPI known. By increasing subsidies and subdividing payment standards,we need to improve famers’ insurance willingness;by developing rural economy,and strengthening government financial support to increase collective subsidies,we should try to promote NRSPI healthily and sustainably. Thus,the aged can be provided for effectively in rural areas.
