我国政府主导高校变革的机制构建研究

A Study on Constructing Mechanism of Government- leading Reformation of Colleges and Universities

分析高校在变革中存在的问题和政府主导高校变革的必要性,探讨政府主导下高校变革的机制构建十分必要。我国政府主导高校变革的机制构建可从以下方面着手,建立健全高等教育法律法规保障机制,健全现代大学的"准入"与退出机制,完善高校的教育产权制度,完善高等教育外部性的纠正机制,形成行政权力与学术权力的双轨激励机制。

Recently, colleges and universities meet many problems during the process of reformation, so it is necessary for the government to guide this reformation. A study on constructing mechanism of government- leading reformation is a must. While guiding this reformation, the Chinese government may take steps in the fol- lowing aspects, setting up and perfecting laws and regulations on higher education to secure it; completing mod- em college ＂recruitment＂ and withdraw system; perfecting education property right system in colleges and uni- versities; completing correcting systems outside the higher educational institutes; forming an incentive system of both the administrative power and the academic power.
