我国中途宿舍的发展历程、问题及对策研究

A Study of the Development History,Problems and Countermeasures of China's Halfway Houses

21世纪以来,我国中途宿舍得到较快发展,历经创立兴起、快速发展、平稳前进三个阶段,从个人创办到国家管理再到相关政策的颁布,逐渐走向成熟。但目前面临着性质不明确、政府支持力度有限、衔接机制有待完善、高质量员工欠缺和地域社会融入困难等发展难题。因此,应通过中途宿舍硬件设施建设和法律地位、任职资格、信息沟通、社区人员及资源等软件环境的优化来促进我国中途宿舍的发展。

Since the twenty-first Century,China＇s halfway houses have been developed rapidly,going through three stages, that is, foundation and prosperity, rapid development, and steady progress, moving towards maturity from the individual starting to national administration,and then to the promulgation of relevant policies.But nowadays the development of China＇s halfway houses is facing such problems as unclear nature,limited support of the government, cohesive mechanism which still needs to be improved,lack of high quality staff, difficulty in integrating regional society etc.Therefore,China＇s halfway houses should be developed through the construction of hardware facilities of halfway houses and optimization of softwareenvironment, including legal status,job qualification,information communication etc.
