国外制药企业环保制度及对我国的借鉴意义

Environmental protection systems of pharmaceutical enterprise in developed countries and the enlightenment to China

本文分析探讨了国外发达国家先进的制药企业环保制度和政策,并与我国制药企业环保制度进行对比。虽然我国对于制药企业的环保体系已经基本建立,但还存在环保法律责任规定不足、排污许可证制存在制度缺陷、环评制度不合理、制药工业污染防治技术政策不严格及信息公开与公众参与程度不够等问题。建议我国应健全制药企业环境保护管理机制,加强排污交易权在我国的可行性研究,注重绿色科技创新,调整产品结构,通过加强教育提升制药企业环保意识以及全民的环境监督意识,从而促进制药企业走上绿色发展道路。

In this paper, we analyzed and discussed the advanced environmental protection systems pharmaceutical enterprise in developed countries, and compared these systems with the system in China. Althou the environmental protection system of pharmaceutical enterprise has basically been built in China, there still e of gh xit problems such as the lack of responsibility regulations on environmental legal, the system deficiency on permitting system of pollutant discharge, the undemanding on pollution prevention technical policy of pharmaceutical industry, and the insufficient degree of information publication and public participation. Therefore, we recommend that the environmental protection systems of pharmaceutical enterprise should be perfected, the feasibility research of emission trading right should be strengthened in China, green technology innovation should be emphasized, the product structure should be readjusted, and the environmental awareness of the pharmaceutical enterprise and the environmental supervision sense of whole nation should be promoted. These may promote green development of the pharmaceutical enterprise.
