Theoretical Analysis of Public Policy Process: Western Reference and Local Resources

公共政策是政府依据特定时期的目标,在对社会公共利益进行选择、综合、分配和落实的过程中所制定的行为准则。可以将公共政策过程看作一个系统,它由政策输入、政策转换和政策输出三大环节构成。西方国家的公共政策过程理论以金登的多源流分析(MS)、萨巴蒂尔与杰金斯的支持联盟框架(ACF)、政策网络理论等为代表,而我国公共政策过程理论分析框架则是基于群众路线的中国特色政策过程模型。

Public policy is the standard of behavior by the government on the basis of the target at a given time in the process of selection, integration, allocation and implementation of public interests. As a system, the process of public policy consists of three links： policy input, transformation and output. In the western world, the multi-stream analysis （MS） by Kingdon, the advocacy coalition framework （ACF） by Basatill and Jenkins, the theory of policy network and so on are the representatives. Whereas, the analytical framework of public policy process in China is based on the mass line with the Chinese characteristics.
