社会选择视野下政府购买社会组织服务研究

The Research on Government Purchasing Public Service in A Perspective of Social Choice

社会组织的生存和发展遵从公益领域中特有的优胜劣汰机制,即"社会选择机制"。政府购买服务必然会与这套机制及其结果发生关联,或者尊重,或者忽视。在呈现出社会选择机制及其格局之后,本文通过理论分析与预测看到,尊重这套机制将会使公共服务的提供效率、政府的职能转变以及NGO的发展三个方面,都得到额外的效果提升;反之亦然。据此,本文给出政府购买服务中的政策实施对策办法。

The survival and development of social orgnizations comply with the specific mechanism for survival of the fittest in public area which is ＂Social Choice Mechanism＂. Inevitably, government procurement of public services has relation- ship with this mechanism and its results. Sometimes this mechanism is respected, sometimes is neglected. First this article introduces social choice mechanism. Then through theoretical analysis and prediction, the article insists that re- specting the mechanism will enhance the additional effect in three aspects, such as the effcieney of providing public service, transformation of government functions and development of social organization~ and vice versa. Accordingly, policy alternatives during the implementation of government procurement of public services are presented.
