在华境外非政府组织的分类管理探析

On Government Classified Administration towards Foreign NGOs in Mainland of China

我国政府对在华境外非政府组织实施分类管理,目的是引导其健康、有序、稳步发展。文章通过对目前非政府组织分类管理情况的分析,论证了分类管理是政府管理在华境外非政府组织的有效方式。结合我国区域内活动的在华境外非政府组织的组织性质、组织愿景、组织形式和活动领域,构建了在华境外非政府组织的分类体系。在此基础之上,提出了完善分类管理的建议,即建立分类注册与归口管理相结合的注册管理制度,加强在华境外NGO外籍员工的出入境管理,合理引导在华境外NGO的活动项目,提高管理部门依法分类监管能力等。

In order to guide the healthy,orderly and steady development, our government implements Classified Administration to the Foreign NGOs in Mainland of China. This paper demonstrates that Classified Administration is one of great effi- cient ways to administrate Foreign NGOs in Mainland of China according to the analysis of the classified administration status of NGOs. Simultaneously, this study puts forward the relative four Classified Administration ways in accordance with Foreign NGOs in Mainland of China including the nature of organization, the vision of organi- zation, the form of organization and the field of activity. On this basis, the paper puts forward some advices for per- fecting the classification management such as a system with the combination of classification registered and centralized management;a mechanism of the exit and entry management for foreign NOOs foreign workers, a reasonable guid- ance for activities of foreign NGOs in China ; and a way to improve the supervisory ability of the administrative de- partments in accordance with the classification.
