面向整体政府的政府信息管理研究——以澳大利亚为例

Research on Government Information Management for“Whole of Government” ——Taking Australia as an Example

为避免政府管理的碎片化,很多国家都在进行行政管理体制的改革,试图通过建立"整体政府"来提高政府工作效率以及改善公共服务。"整体政府"是以信息技术为工具的,没有政府信息管理体制的变革,"整体政府"的目标就难以实现。本文以澳大利亚的相关改革为例,论述了政府信息管理改革的必要性,分析了澳大利亚政府信息管理的整体性治理模式,并对我国政府信息管理的改革提出了建议。

To avoid the formation of fragmentized government, many countries have made several efforts on administrative re- forms , trying to create ＂the Holistic Government＂ in order to improve the work efficiency and perfect the public serv- ice. ＂The Holistic Government＂ is based on information technology, so the lack of reform in government information management system cannot achieve ＂the whole government＂. Based on the related reform of Australia, this paper dis- cusses the necessity of the reform in government information management, analyzes the holistic governance of Aus- tralian government information management, and probes into their significance for reference to China.
