在追求和谐平等的社会,高等教育公平成为社会公正的基础和国家核心价值的优先选择,它根植于高等教育改革和发展实践中,是高等教育发展方式转型与内涵发展的价值指向和内在要求。处在变革和转型中的我国高等教育,其公平问题本身就是错综复杂、多元多样的,权益失衡是我国高等教育公平问题之症结,需要在改革实践中通过制度安排和政策调整以不断实现高等教育权益的均衡,将高等教育的公平理性"公共化"。

Equity which is rooted in the revolution and practice for development of higher education, is the foundation of social justice and priority of national core values. It is the guidance to value and internal requirement of the transformation of the development pattern and connotation development of higher education. Chinese higher education has many complicated and diverse problems on equity, among which, the unbalance of rights and interests is the crucial reason. We need to achieve the balance of rights and interests constantly through arrangement on system and adjustment on policies, eventually get to the popularization of justice and rationality of higher education.
